This might be something that’s changed between versions, but on all WP sites that I’ve used the label on the left links to the default action, while the arrow on the right toggles an accordion menu with more navigation options.

I think the navigation as a whole works fairly well. All WP newbies I’ve seen start off by always clicking the link and waiting the page load to get to the additional options. After a while they get comfortable enough to try out clicking the arrow (or just notice it to begin with) and figure out that they can get to the options faster that way.
